Any reason to believe that this would not fit on a truck with a 6.9? It also seems to be missing a piece - how does it connect to the exhaust manifolds?

should work fine in fact it is made for it you will need to get a different CDR relocator but that is cheap

Yes it would work, but my advice is buy a New one for the money they want for this turbos on ebay you can save up a few more clams and get yourself a new turbo with warranty.
