Smoking on startup

My '95 7.3 blows out a white smoke when I first start it. Smells like diesel fuel.
I have replaced all the glow plugs. Any ideas?

PSD's have the wiring system with built in connections on the valve cover gaskets that act as connections for the UVC--under valve cover wiring.
The outermost pins are notorious for failure and those feed the glow plugs.
