Also, pre fill the fuel filter with either fresh diesel or ATF. That way, you're not trying to fill that at the same time.

I do that, and after I crank awhile, i take the filter back off and it is only 1/4 to 1/2 full

Sounds like the lift pump pulling air maybe?

Is your fuel tank below 1/4 full?

tank is full lift pump brand new, rubber hose brand new, lift pump seems to be pushing fuel good, with no filter on filter head.

There was one time I put a fuel filter on too tight and it distorted the oring on the filter and I was having hard starts and air intrusion. Loosening the filter solved all my problems so just something simple to check. Sounds like you’ve done most everything though…
