Two popular ways people are caught include:
#1. Large gatherings of people who have access to off road diesel. Example, places where large number of farmers might meet. Livestock show, Farm auctions, Rodeo / Horse events. Numerous times I've heard that tanks are dipped while the parking lot was filled with farm / livestock trucks.
#2. If you're involved in an accident and the fuel tank is ruptured. Fireman and first responders often have a relationship with law enforcement and could easily report off road fuel spill.

Here in Finland they also say FORD = Fix Or Repair Daily

I can confirm all 3 statements!

In Germany is a saying:
"Mit dem Ford fuhr er fort und mit dem Zug kam er wieder heim."
"He left with the Ford and returned home by train."

I need to confirm this as well - as it happened with my E350 too.
