I would say no. Too much curvature. Maybe an OBS, but probably for something even newer.

To me, the existing mounts look like it is for a 99+ Super Duty. The factory tow rings that are on the front bumper actually bolt all the way through to the frame, and that looks like the approximate size and bolt pattern.....

IIRC, that's a Warn winch bumper. Looks like it's missing the bracket kit to me.

Add one more for not for an 89. Brick nose bumpers are almost flat (hence the name). Could be OBS but I think Scott nailed it.
