When the parking brake stops ratcheting is this anything that can be fixed or is it just time to get a replacement assembly?

Your spring is probably broken. Find a wrecking yard that allows you to walk and shop for parts. Might even find a truck that someone removed the parking brake to reach the hidden computer that operates the E4OD trans.
