The 7.3L Powerstroke filters will work.

Yes, the FL1995 PS filter is the same thread and diameter as the 6.9 / 7.3 filter. The filter is longer and is supposed to have finer filter media.

On some trucks you will need to push on a metal brake line a little to get the filter lined up properly to get it started. My wrecker you have to do so, my vans they go right on.
