HVAC outside air intake location

One of the few things I have not messed with on these trucks is anything to do with outside air intakes for the HVAC/heater system. Im working on an 86 that has really low volume of air flowing through any of the vents. I have confirmed that there are no leaks (or at least nothing substantial), heater core and evaporator fins are not plugged, and tried a few different blower motors, to no avail.

Im thinking the air inlet is plugged. Is the fresh air intake under the cowl? Or the inner fender? Just would like to know before I go tear a bunch of junk apart.

It's the cowl. On the pass side. Here's a diagram.

Thank you very much. Always nice to know when we are tearing into the right thing, to find said problem. Nobody likes taking a cowl off and putting it back on for no reason
