Hollow Black Bulb with Hose...What is it?

I have a 1993 F250HD that I bought new with the 7.3 naturally aspirated Engine and have a couple of Questions that are stumping me......

1) Many years ago, I found an Oval-shaped Black Vinyl or Rubber Hollow Round Bulb (~ 2" long) and short length of black tubing laying on the ground near my Truck.....Have never been able to figure out "what" it is, or "where" it goes??........Any ideas?

2) It seems every trip I make when I'm towing, going 50-75mph *usually going up hills under load), I will hear a loud air spewing/pressure noise blowing out somewhere in the front of the Truck....It sounds like something "releasing pressure."...Kind of the same sound when an Air compressor in the Shop "kicks out" when it reaches Max. Pressure.....Any idea "what" this noise is in my Truck?? I'm stumped.

Any help would be appreciated.

I don't think that picture is anything that goes to our trucks.
If your truck is 100% stock, it's possible that you're hearing the air intake noise while under load. It would come from right above your driver's side battery.

Bulb from a blood pressure cuff?

Is ths radiator full of coolant, reservoir full?

is it your fan coming on? thats the first thing that comes to mind. everything else I can think of would leave evidence and would be pretty east to see.
