As for your 93 with that engine being pre PSD yours won't have the cold start warm up valve unless your aftermarket turbo has one. Its my understanding that Navistar did not add that until the 99 design. The reason for that was that with the many guys in the north country using their trucks during the winter for logging, oil field ect and letting them idle all day that the oil pressure and engine temps were dropping too much when really really cold. They added the feature to all the trucks sold north of a certain line that when the outside temps dropped below a certain point and the engine temps did too that the engine would idle up and this cold start warm up valve would close and provide a bit of back pressure to make the engine work. Combining the idle up and slight bit of engine work to keep both oil pressure and engine temps at a better range.
I don't think that the trucks sold in the south country had this factory feature, but I could be wrong.
With my exhaust brake switch flipped on to keep that valve closed past the computers kick off I could have lots and lots of heat on a 0 degree morning in about 4 to 5 mins. Was really nice. If I forgot to flip it on when I started the truck it would take a lot longer to warm up as the computer wouldn't close it until the oil temps were up a bit. I had straight piped mine so with the idle up and exhaust brake hiss it made a fair bit of noise.
Probably in your case a PacBrake or similar is your best bet.
