EBP Valve

I have a 95 7.3L PSD, and my EBP valve is sticking closed, even with it unplugged, could that mean there's an issue with the actuator / solenoid ( not sure what its called ) ?

good possibility of the o ring in the actuator is bad an allowing oil past to close the valve.
kinda rare to happen , but ive seen it before
