Dually Fender Repair

I bought a dually bed that was removed from the truck and stored on a flat floor for years and years. Problem is it had mudflaps and since they projected below the bottom of the bed not allowing the bed to rest evenly, over time it produced a kink in the plastic dually fender. Not sure what the proper method is for repairing or if it's salvageable? I'm not a "bodyman" so I'm wide open for suggestions. My first uneducated guess would be to use a heat gun to slightly soften the plastic and push it in then allow it to cool. After that typical body filler to finish the job.

My trucks "butt" is made if fiberglass, are the OBS "butts" made out of plastic? I'm not a body man either, but if it is plastic I'd do as you discribed. If you can, post a picture. I'd like to see that.

I should've mentioned it's a super duty 2003.
