It isn't a cable (surprise), its a vacuum line.

I can hear a ball / valve rolling around in there.
Is there a grommet / gasket that is supposed to be here? :

Yes, that's where a cable goes. That little white part can come off (carefully, it's probably very brittle). The rattling you hear is probably the little ball that's swaged on the end of the cable. The ball/cable slides back and forth in there when you use the foot pedal. When I put cruise in mine I had to take that all apart and clean it out. The ball stuck in there and when I pushed the pedal down it shoved the cable back into the actuator and kinked it all up.

It appears as though the cable isn't available from anyone, anywhere.

Has anyone modified a universal cable to work?
If so, what did you use.

Thank you,

The cable is attached to the servo. Can it even BE replaced by itself?

It looks like it can. It has a "rotational" sort of clip on the servo end.
I was hoping someone here had a hack.

Maybe a shop that makes custom cables for motorcycles can fabricate one?
