If I sand the old clear coat off can I just apply a new one with the same base paint ? Will it look like new ?

It'll be glossy on the top, but you'll likely be able to tell the color is old.
In factory, neither the color nor clear is very thick.

Try buffing the clear off. Start with the least abrasive compound first.

I just had to repaint my hood and roof to eliminate the peeling. Looks like new Now.

My 1999 dodge is the same...hood is all peeled off. Paint seems ok and when it rains the truck looks glossy. So a really light sanding clean it and spray it with clear coat?
How about doing this outside? I live in the wood and this is a project truck not a mall hopper city rig. I'm ok with some defects but overall god from 10-20' away right?
