C1145 RF Wheel speed sensor code

1999 F550 4x4.

So im getting an ABS light on (I couldn't care less about ABS but for inspection purposes the light has to cycle within spec/not be on) and a code C1145. Both front wheel sensors along with the hub assemblies have been replaced, no change. I replaced the plug on the harness side of the connection at the RF wheel, no change. I have cleaned the plugs at the ABS module, no change.

I can clear the code and the light goes off for a sec then comes back on. I occasionally get a "no response from module" message and no code, but the light is still on. And im using an AE scanner.

What's next? ABS module?

I might try plugging the module plugs into another module, without moving on the brake lines over to see what that does, to avoid the bleed process if it's not necessary.
