So my air conditioner IS blowing cold air, it is just coming out from behind the dash and not the vents... is there a cable or vacuum hose somewhere that is not engaging?

It's all vacuum. You're sure it's coming out behind the dash?
    Not the defrost or floor?
If so, I would say the ducting came loose.

Or you have a mouse next behind the blower.

auto hubs? If so there's probably a vacuum leak defaulting the system to defrost.

could still be a vacuum leak in the HVAC system if it defaults to defrost mode only

Having a similar issue. Mine is converted to right hand drive (Australia) When the fan is blowing "full noise" air flow is about half what it should be. Blend door was an issue but it's now locked in position. New fan motor installed too. The heater core has been disposed of (restricted the airflow & it's just not cold here in Australia, California type climate). So just a matter of pulling the glove box etc out once more.
