6.5 mechanical

1993 6.5 mechanical. Turns over slow and hard even with new batteries and booster hooked up. Starts when cold better than warm. Any idea?

starter seizing up? Thats been the culprit on two starters now (gas though) that didnt like turning when engine warm/hot.
