Just to confirm, does the FSS click when you connect its regular power feed wire (not the jumper) to it? If so, and if you've physically got fuel going into the IP but not coming out of it, that def. puts the focus on the IP.
Yes, it's fuse #22, and yes, disconnect the fuel filter heater FIRST. But if the CE light is on, that suggests there IS power to the PCM. Def. remove any chip/programmer, and check main PCM harness connection.
You'd still have a 3G alternator with an electronic voltage regulator. Then there's the VSS/PSOM, but of course the truck (except for the E4OD) would run without it. Better tranny swap choice would be a ZF5. To go fully mechanical, you'd have to get a 1G alternator and mechanical regulator...
Disconnect both battery negatives and close both/all doors. Connect an ammeter between one of the battery negative cable terminals and the corresponding post on the battery. Start pulling fuses until the meter reads zero. That's where to trace the source of your load.

I'm curious what was wrong with the donor truck? From the one pic, it looks like a fairly clean two-tone extended cab 4x4 slantnose. Those are rare as hen's teeth around here.
