    Those are AC compressor belt tension adjuster bolts. They are probably already tight. Common to have some metallic shavings at the bolt heads because the bolts have integral lock ratchet surfaces on the underside of the bolt heads.

    I took the water separator off mine in 1999. I do check the fuel filter for water when I change it every 15,000 miles. No water so far.

    I recommend full synthetic transmission fluid. It is much less likely to "burn" or deteriorate under high temperature conditions. Most well known brand names manufacture full synthetic fluid, Valvoline, Mobil 1, Red Line....

    I think it is likely that the glow plug relay contacts are getting burned and not allowing enough current to the glow plugs. In 22 years my '85 6.9 has gone through 5 glow plug relays, often with similar symptoms.

    cold start issue

    My '85 F 250 6.9 had that exact symptom. Replaced the rubber seals in the line between the lift pump and the injection pump- FIXED. This was in 1998, the truck is still mine and is still fixed. It only takes a tiny seep, which will be evidenced by a damp area.
