This is true with Commercial trucks in most counties. "We" are North of the Bay Area and do not need DEF or the other BS. South of Ukiah, about 35 miles, in Sonoma County, the smog rules do apply so you will need the latest smog equipment.
Your batteries need changing AND clean up the cables that connect the batteries. Bad connections are the #1 cause of slow/no starts. Don't go cheap. Get decent batteries!

Whatever starter you choose must be able to spin the engine at minimum 500 rpms or it won't start. The engine cpu will not let fuel flow below 500 rpms - no start. A stock starter with clean wire connections/grounds is good. There are several items that cause no start; glow plugs, starter...
I work for the Paint Dept at Home Depot. We use a scanner to match colors. It works something like 95% of the time or it does NOT work. Then we wait about 4 days for a new one to be shipped to our store. It is a very good system for matching colors!
Check your battery. It must be in GOOD condition to turn the engine over at 500 rpms in 30 degree weather. Replace it if it does not keep a charge. Weak batteries are the number ONE cause of COLD no starts.
