Expensive part isn't really the turbo, it's all the other stuff. You can fab a system if you have the time and skills, but it's not the easiest thing in the world.
There's a reason they're cheap.... is the couple hundred bucks in savings worth the risk? Certainly not to me.
Manufacturing a reliable turbo is very demanding from a metallurgy and precision machining standpoint - Good quality control is important, and it's going to be very easy to make...
Might want to look for adhesive lined heat shirk - it's thicker and the adhesive seals everything up. Also, del city is a good vendor for electrical connectors, cables and the like if anyone else is looking to do this. Also a good source for trailer lights and connectors.
My IH book says the early DT466 truck engines used a T04B or E non wastegate turbo speced for ~18 psi at 2600 rpm / ~14 psi @ 2000 rpm and with a 1.15-1.52 AR.
I would think it would be too much turbo for an idi which would give slow spooling and maybe low boost - might work but I doubt it...
Disagree. It's main purpose is to prevent a plugged air filter from pulling a suction on the crankcase and running the engine on oil fumes. There's no oil drain out of it and nothing inside consistent with anything other than a big flapper valve. You do get a certain amount of oil condensation...

Any gauge co should have them. I recommend Isspro for gauges and senders, but pretty much any should work. Just make sure the ohm range matches the gauge you use - shouldn't be an issue but always good to check.

What IW posted above is the classic symptoms of a low on oil clutch - it doesn't have enough fluid to stay locked up, and shortly will be bad enough to stop working entirely. Just throw some more oil in and I bet it'll go another several years at least.

That power rating isn't that far off from what a standard idi with an aftermarket turbo will get if you count the differences between net and gross HP as mentioned above, so I doubt there's much special about those engines internally. Marine practice generally lets you have higher power ratings...
