I run 80/20 wvo/diesel. In winter I replace 2.5 gallons of wvo per barrel with unleaded to help it start on cold mornings and burn more completely.

I have no supplemental heat. I tried it for a while but found it more of a hassle than it was worth. If it will start, it will run on wvo. I blend to get it through the filters in cold weather.
Jc Whitney used to sell replacements that you can weld or screw into place right over the old ones. I would certainly do that before scrapping. 100 hours is for restoration grade work, you should be able to throw some new cab mounts under there for less than 10.

Your speed will have a much larger effect on your mileage than the weight of the fuel ever will. Fill up when cheap and keep it under 55. I have long since forgotten the formula for wind speed drag, but if memory serves me at all I believe drag moves up exponentially with wind speed.
A wastegate dumps excess turbo pressure off the system. It allows for a turbo that can build boost more quickly at lower rpms that otherwise would overboost at the top of the rpm range. If it leaks or dumps boost too quickly it can affect performance.
Pulling a slight vacuum as the engine cools is normal. That is how the coolant blown in the overflow tank when the engine gets hot gets sucked back into the radiator.
I would leave everything full. I have started diesels after a decade with no ill effects. The diesel doesn't go bad as long as there is not water in there, and water gets in mostly through condensation and an empty tank. If your fuel system is tight, you should be fine.
