Were does this bracket for the starter cable bolt on?

The hole in that bracket goes over the stud on the bolt that holds your missing ground cable to the block, and is held down by a 3/8 nut. The slot is held down by the short, 9/16 headed bolt that is right above the hole for the ground cable hold down bolt. They are to the right of the lift pump and just to the left of the front engine cover in your picture.

The special hardware missing in that pic is what is throwing you off. It literally goes right where you have it. The bottom 1/2 “ hole takes a double ended stud 1/2 on block side and 3/8 to hold the cable bracket Top hole 3/8 bolt to hold bracket.
