More power from a first gen without breaking the bank?

I'm asking this question for a buddy of mine--I don't have a first gen myself but I would like to;)

My buddy has an '89 cab and chassis 4x4 dually with 4.10s and a 5speed that he uses as his chip truck and to haul his 7000lb chipper. The engine is 100% stock and the whole truck has only 70k or so--pretty sure it is the stock IP. We live in an area with a lot of hills and sometimes he wishes he had just a bit more oomph to pull that chipper without dropping to 2nd gear on some hills. Some basic research on my part suggests that changing out the governor spring to allow a few more rpm would be an option, but not so much as to need stronger valve springs. Any suggestions for a bit more torque and HP without breaking the bank or the truck would be appreciated.

Can adjust/replace/remove the fuel plate. Adjust the AFC/star wheel to limit smoke.

A new fuel pin will help A lot, adjust the full fuel screw. Adjust smoke output accordingly with the star wheel as needed.

Plenty of mods, I would start off with a Hungry Diesel Fuel pin and Gov Spring. MY fuel pin woke the truck right up, Just now need to do the Gov spring. after that adjust Star Wheel and AFC. Than if you are ready you can play with the fuel screw... But be prepared with a chunk of wood over the turbo in case it wants to run away. I'm no export but there are plenty of write ups around.

The fuel pin isn't nearly as important as the gov spring... but they come as a kit usually. You can rotate the stock fuel pin to the deep setting for more oomph.

Turn up the fuel (power) screw. Be careful on the non-intercooled because they can be adjusted too far (runaway).

Get a pyrometer.
