Hey I've never had a diesel truck before. Most likely going to part with my F250 that has the 5.8 with over 253k. I've always wanted the longevity and reliability of a diesel.

This will be used as work truck, driving in bad weather, occasionally hauling and towing, nothing larger than an old muscle car or pulling stumps etc.

There's a ton of debate about turbo vs. non turbo, simplicity, mpg, etc. But looking for opinions, you guys are the experts.

Definitely not worth the 4000, but I was thinking $2000?

Any reliable 4x4 manual IDI should fetch $2000, so yeah, even with the work needed, $2000-2500 is in the ball park. Make sure the electric fuel pump isn't in addition to, esp. upstream of, the original lift pump. Inop fuel gauge is more likely to be the gauge head, since it's both tanks, so it can't be "the sensor". Only real caution is the "unknown" mileage.
