I'm sure the rest of the truck would buff out to be very nice. It looks pretty nice now.
The hood is toast. It's an eyesore. Even a 15 minute job with a can from the dollar store would have to look better.
Yours still look better than my '84. My entire hood is solid surface rust, not a spot of paint or primer anywhere on the outside. I have planned to pull it to blast and paint it for the last 10 years, maybe eventually.

If you do go the rattle can route, a YouTuber I follow called Paint Society has a video on how to get good results from a spray can. He’s also a great resource if you want to learn how to do a professional spray job someday.

Yeah that hood has surface rust. You'll need to at least strip down to metal where the rust is, and hit it with some sealer. Rattle can is fine for that, you're just looking to etch the metal to prevent further rust. After that, rattle can spray on should be fine. Just mask off for over spray

One problem with factory paint jobs, is they put on just enough to get it out of the factory gate to the dealer. Clear coat is just to get the shine.
The paint is paper thin.

There was a few years, (maybe still do) they used water based paint. Chrysler, GM and Ford all had paint pealing off their vehicles in a few years.

I don't think mine (1987) has clear coat. Not sure, though.
My 1985 Benz does not. And the paint is pretty thick (as seen where rocks chipped it).
But, again, I just want to throw something on this hood to get me by.

To clarify, our trucks came from the factory with single stage paint on them. I believe it was the obs body style they started doing 2 stage paint (Color then clear)

As of 2017 I think... Is when they switched to water based because of the EPA, even auto repair shops were required to switch then.
I can confirm though, my dad worked as a car painter for years, that oem paint is relatively thinner, and when you have body work done, typically the paint coat and clear coat are significantly thicker.

He's asking how to do a half-azzed job. I suggest getting some tractor enamel, brushing it on, and calling it good. Use black or a contrasting color to avoid matching. Clean the rust down to bare metal first, of course.

If we're talking real half azzed, get some house paint of your favorite flavor, and grab a roller.

Oil based house paint is almost non-existent in Calif. You can get Semi-gloss cabinet paint but that is it. I know, I work in Home Depot paint dept.

Here in Nevada at HD You can buy Rustoliem that is oil based. Price has gone up since the Covid garbage and a supply issue.
Haven`t checked in a while, but supplies might have picked up.
