Can’t get wheel lugs to seat

88 f350 Dana 60 4x4
I just can’t seam to get the wheel studs to seat all the way I run them down good with the 1/2” impact but the rotor still wiggles from the hub?
Can anybody shed some light

Maybe the lug nuts aren't made to tighten against the rotor? They may need the extra thickness of the wheel to fully tighten.

Good point, just want to make sure I’m doing it right Because this isn’t my truck so I have to make sure my work is good
Quite the rude awakening realizing the hub has to come out for brakes

That's just a guess. Since it can't drive, I don't see why the rotor would have to be held tight by only the lug nuts. There may be one, but I sure don't know it.

I don’t have a Dana 60 front, but on my f250 there should be no play once the studs are fully seated. Have you tried pounding the studs in with a hammer from the backside?

When you flip the hub/rotor assembly over and look at the backside if the rotor, can you see if any of the studs aren’t fully seated?

Yes I did try that hitting the back of the studs with a 4 lbs hammer and a half inch extension

When I did one of the drums on my RV's dually Dana 70, the cheap HFT electric impact was enough to seat the lug studs with the lug nuts. I can't remember if i stacked washers or something but I'm thinking I didn't. Maybe the swivel base lug nuts it has made it work though.

They look seated to me. Do the studs wiggle? Maybe the splines in them are damaged?

Did you get the right studs? The correct ones have the knurled spot further from the shoulder, and the wrong ones will have it next to the shoulder like a normal wheel stud. The normal ones won't capture the hub/rotor correctly.

Tighten lug nut and then hammer on the back of the stud, sometimes takes this over and over to make sure they are seated. Big air hammer works good for this.
