Sorry it took a while to reply, I've been preoccupied with other stuff! Yes, it was the switch, damned Rube Goldberg arrangement that it is. It's a pair of switches, actually, consisting of a common contact and two make/break contacts actuated by a sliding sort of 'bridge' contact, if you will. One set of contacts is normally open (pedal up) and closes when the pedal is depressed ('stomp-to-start' interlock). The other set of contacts is normally closed, and allows the cruise control to function as long as the pedal is not depressed. The return-to-closed position (pedal up) is dependent upon a couple of springs that, evidently, wear out over time!

My truck is 18 years old, and I have no idea if and/or when the switch was replaced before, but someone, somewhere, in their infinite wisdom, decided that greasing it up internally would alleviate the issue. That just gunked up the already worn springs and contacts. New switch solved the problems. About 30 bucks and 10 minutes of yoga practice!
