I don't see where the 1994 IDi is any different than the 1993 IDI in the emissions department. Maybe they're confusing the IDI with the PSD?

I could be reading this wrong, but I thought that older trucks are still exempt. I followed the links, put in 14,001-26,000 GVWR, 1000+ miles per year, no DPF, and 1994 for engine model year. All I got was 2010 model year in 2015. I thought this meant that only 2010 and newer engines have to be smog tested? I admit that I don't usually understand government websites like this. And another thing, what is the GVWR for your truck? It seemed, to me, that unless your GVWR is 14,001 or higher, your truck is still exempt since there wasn't an option for 14,000 and below.

Diesels were never smog-exempt in my area. (But they culled smog testing completely ~10 years ago.)

They did do a diesel-specific (smoke) test. It was easy to comply with... make sure your fuel screw is adjusted to a conservative setting. You could even insist to do the dyno drive yourself to ensure the throttle didn't get rolled on too fast.

Also, Dodge ran mechanical diesel injection through part of '98, so I really doubt '94 is a pivotal change for emissions levels.

I just did registration on my 94’ idit f350. They had nothing to say about it, they just gave me the tags. I’d imagine it doesn’t matter what county you’re from as long as it’s in California it should be the same

I think it's pretty much the same way here in Kansas. I've never had to emissions check a vehicle. Most of the ones that I've had wouldn't have passed anyway. Something about missing or hollowed out catalytic convertors.
