If I remove cruise control can I remove air pump? 1990 350 manual

Vacuum pump? That runs your brake booster too so no. Unless you've converted to the power steering brake booster.

HVAC system uses vacuum too.

My hvac was stuck on defrost and cruise control not working. I had a line leaking so I ran a line straight to the brake booster with a T to the tuna can brake warning light sensor. If I ever get around to putting my hydro boost setup on I won’t really need my vacuum pump.
I guess it depends on what all you expect to work on your truck
