So I am finally putting my engine back together and noticed that my seal kit doesn't have this piece. It was in the valve spring cap between the valve stem and cap I guess as a guide. I can't find it anywhere and don't know what it is to look for it properly.

Is it something that we don't use in these engines anymore for some reason?

That looks a lot like a snap (you know for buttoning your coat, boat tarp...) but plastic. Is your work jacket missing a plastic snap? :dunno

Kind of looks like part of a valve stem seal that broke off and floated to the top of the valve stem?

Intake valve stem 'umbrella' seal. New ones should be in head set gaskets or buy separate.
