Hey I have a '97 7.3 dually dump truck, 4x4. I have a section of flexplate teeth chipped off so when it stops in that exact spot of the starter, truck wont start unless I turn it by hand away from the chipped teeth.

It makes that God awful noise of the starter wheel just spinning. Second to this, around 1500 rpm during normal driving conditions a similar sounding noise is made accelerating and decelerating. The truck also loses power during this noise and at 1500 rpm. Pushed past 1500ish rpm noise goes away and power returns to normal. Drove truck twice last week, one time it didn't do the noise, the next time it did.

Seems to be an intermittent problem, idles fine, revs in neutral fine. Thoughts? Anything I can check prior to just changing fluid or before I just have to swap out a torque converter/flexplate?

The second noise you are hearing is likely the ebpv. You can disable it.
For the flywheel, just replace it. Could be cracked as well.
It's possible your tc is making noise, but they normally sound like marbles in a blender at idle.

Did the flexplate on my 97...was cracked all the way around the 10 crank bolts. Made a awful racket at idle but went away with any pedal input.

It is possible to remove and replace the flexplate without removing the transmission and transfer case from the vehicle. I was able to unbolt and slide the transmission/transfer case back a few inches to get to the bolts holding the TC and crank to the flex plate.

I got the flexplate through tasca ford for around $90 shipped if I recall.

Okay thanks, good to know. I had a shop quote me around $600 for the flex plate.

And if I understand correctly a TC problem would be heard at a wider range of rpms? And at idle?

What causes the EBPV to stick and make a noise at a specific range?

Just the way it functions. It will open under hard throttle. It should shut off at operating temp, but you could have a bad temp sensor.
You really don't need it. It's annoying if you have a straight pipe.
