it's a fuel tank modification in which you go inside the tank and cut a portion of the filler and air tube off with a PVC cutter, resulting in larger fuel tank capacity. There are many YouTube videos regarding this procedure. Why they call it "harpooning" the tank is beyond me. The hutch mod seems like a no brainer. IMO, Ford should never have installed tank filters in the first place. An in-line filter right before the outside, frame-mounted pump seems to be the most logical placement. Look up diesel sump install and you’ll find hundreds of videos on how to install one, you don’t even need to drop the tank.
