'97 International 4700 T444E won't start

Sooo...forgive me for calling 911 but I'm in a pickle...my old moving van is parked at friends' property and they need it moved ASAP for a wedding event but SUDDENLY the miserable wretch won't start!

Steps I've taken so far:
1) starting fluid in the air intake - fires but dies as soon as the ether burns off
2) disconnected both fuel tank lines (supply & return) - no flow from either one with the ignition on...huh?
3) checked voltage input to the fuel pump - about 9 volts...hmm
4) read resistance across the fuel pump terminals - infinity OR .048k ohms at different times...wth?
4) put a can of diesel on the roof and connected it through an after-market, $70 inline fuel pump to one connection at the fuel filter (my best guess as to which was the input) and pour on the starting fluid - pig still won't keep running after the ether burns off...same scenario on the other connection...OMG, REALLY?
5) tried to remove the fuel filter (just in case it's clogged) - sucker seems to be integral to the screw-on cap...drowning in diesel from the rooftop fuel can I manage to put it back...starting to HATE life :-(

NOW WHAT??!!

Anybody know which fuel line from the tank is the REAL supply side (silver, connected to the little canister going to 3 solid lines that disappear down into the head/block OR black, attached to the 'high' side of the fuel filter assembly)?
Anybody know how the fuel filter comes out OR if the lid is integral to it?
Anybody have any ideas what could be preventing this engine from starting??!!

Welcome to the OilBurners forum. Put the details of your vehicle in your signature file. That way we won't have to guess. :D

A crank, no start condition could be a lot of things. Is it kicking out any codes? Are you getting white smoke out the exhaust when it cranks?

One quick and easy thing to try is to unplug the ICP sensor. Is it oily? Oily inside the connector is bad news. Unplugging the ICP, forces the PCM to default to using 500 PSI when doing it's calcs. If it's a bad ICP sensor, the truck may start with it unplugged.

If the injectors aren't firing it could be that the Cam Position Sensor is not providing a signal.

It could also be a failed IDM.

Check the connector at the PCM to see if any of the pins have corrosion on them.

What is the battery voltage? What is the battery voltage while it's cranking?

I think the fuel filter and cap are a unit.

Use trouble shooting info for the 94-97 OBS Powerstroke. The pcm and wiring is different but the basics the same. I don’t recall an electric fuel pump on the early T444e but have been wrong before. One thing not mentioned yet is the HPOP reservoir. If there was an extended crank/no start situaton the HPOP res could be dry. Google will find you how to check....

I included the vehicle description in the thread title ('97 Int'l 4700 T444E) but have found the signature in my profile also and added the info as you suggested. :)
And, yes, it appears that the fuel filter lid is 'one' with the element...$38 for the stupid thing on Summit...DUMB design!
However - beyond that - you've lost me. I'm just an old, retired electrician with a tired moving van I bought to avoid lining U-Haul's pockets while moving.
I have no code reader and only my few electrician's hand tools.
But I learn quick, have a high speed internet connection and am not afraid to use it.

So, I looked up those ICP, IDM, PCM do-hickeys to see what do they are and do - however all I could find was info for the PSD - so where are they located on the T444E?

Answers to your questions:
No smoke...white, black or otherwise - nothing but ether fumes...a sure sign of no fuel IMO
2 starting Batteries, voltage is 12+ and topped off w/overnight charge from my NOCO Genius 26000 - nevertheless - I'm seeing just under 9 volts at the connections on the fuel tank. (??)

I have to admit I'm not dead certain it has an in-tank pump either. The 2 wire terminals coming out of the top of the tank could be for fuel level indication, I suppose...hmmm.
The reason I thought it did have was that shortly after I bought it, I missed 1st gear, did the herky-jerky motion, kill the engine dance and then couldn't get it to restart. The mobile mechanic checked for fuel pressure by loosening the fuel line connection on the engine - nothing. He then pressurized the tank with his air compressor getting it to start but not continue running. After a couple attempts like that, he had an "Aha!" moment pulled off the battery cover/step and pulled 2 in-line fuses out, one of which was blown. He replaced it and she fired right up...I thought he said it was the fuel pump fuse...$300 for the service call, $3 for a box of fuses. Of course that was the first thing I checked this time but no luck.
So, I took your advice on googling the HPOP but - as I wrote to Snow Monkey - only PSD info comes up and I'm not experienced enough to even know if I had found it on my T444E.

New information:
My son was the last to drive it (WA to CA) and said that it seemed to be getting progressively harder to start along the way. Following that run - memory says that I started it once to warm it up, etc but couldn't get it to restart once it was warmed up - the boy says he has been unable to get it to start at all recently.
