I resealed my filter head, while doing so I removed the heater and plugged the hole. My question is, what is the purpose of the return line check valve #E8TZ9K061A and suction switch #E8TZ9S283A? I am running an electric lift pump.

The suction switch will turn on a light in the cab if lift pressure after the filter drops too low like when the filter plugs, the return check valve is to help bleed the air out of the system when the filter was removed

I am convinced that its sole purpose is to give you something to delete.
also I absolutely hate my fuel filters being located ontop of my engines.

When I had the "check valve" removed to reseal it, I noticed it just had a tiny hole (like it had been pilot drilled but not finished), I didnt notice anything else as far as any "valve".

If you're worried about it just replace it with a 1/8" NPT plug and call it a day. You have an E pump and I doubt it will be a problem. I deleted mine years ago and haven't had any trouble. I don't have an e pump either, just a factory lift pump.

I think that's my plan, I'll just remove and plug, and ill cap off the nipple in my return line.
