Hey guys! I need some help

So I just got my truck back on the road after doing head gaskets. It runs great. Yesterday I turned the truck off, and when I went to start it again the starter wasn't working. The starter gear pops out but doesn't spin. I pulled the starter and bench tested and it works fine, tossed it back in and same issue. I'm assuming the gear isn't popping out enough to engage the starter... maybe hitting the ring gear? Any help is greatly appreciated :) .

Whenever I had my starter act like that, it was usually due to lack of voltage/amps from the batteries. How do your cables look? How do the terminals look? Also, what is the voltage on your batteries with the key off?

Voltage is around 12.7 . The cables are all new and look fine. It sounds like it's smacking the ring gear. Ring gear is new.

Also I turned it over by hand to make sure it wasn't seized, and to try the starter on a different part of the ring gear. Not seized, but same problem.
