I have the same issue, I have replaced everything on this engine and still it wont start without either. But only difference is , once mine starts, I can shut it down and it will fire back up on its own. When it sits overnight, it need a little puff to start.

I did a oil change and started to check around the FSS. Found the connectors were not very tight. I decided to open up the FSS and found the FSS was working BUT has 3 cracks in it. Diesel has to be going thru those cracks and into the insides of the solenoid. What it does then, I have no idea...
I think I have that issue corrected. I change my oil and filter, removed the old sender , put a Tee in and installed a new sender AND a manual gauge. showing 50lbs now.
That is a relay and it looks a though it's been very HOT. Can't actually tell what it's for but I'm sure somebody else on here will tell you exactly what it's for.
