Providing the broken piece is still loose the cheapest and easiest way to remove it is with a good old arc welder.
Find a piece of clear vinyl hose that fits in the hole and bottom it out
Wrap one stick of whatever welding rod you have in tape leaving just the tip uncovered and connect the ground to it. Stick it down in the hole staying off to the side.
put a rod in the positive lead and stab it down to the broken piece. You want the rod to stick to the bolt not weld so when it sticks unhook the rod from the lead.
Pull the ground and hose and usually they spin out with little effort. If it breaks off start over and turn the welder up.
