You also have to consider what happens when the valve springs age. I would assume brand new, high quality valve springs would probably allow float above 4000 RPM, but used ones? Not sure if its worth the risk. If you can find stronger valve springs, then I guess that problem is solved.
From factory, the governed speed is between 3300 and 3800 according to my 1986 owners manual, but most seem to cut out at 3300 giving a rather large safety net. I guess 3800 would still allow enough safety net if you really wanted an extra 500 RPM
I still think you would be better off (and happier) with a used turbo kit...
