Iirc, should go about 3200 or so.
Try fuel pressure, and maybe the governor springs.

for the rotary ve pumped ones, they are stock governed at 2500, but you feel it start to de-fuel at 22 or 23, Most guys swap in a 3200 rpm spring.
Also the travel of the throttle lever will limit rpms. The VE pumps are sort of weird in this way. The position of the throttle arm calls for a particular rpm, and the governor adds fuel till you get there. So if throttle travel is limited, so will rpm.
As for P pumped engines, i dunno.. :dunno
