i swapped my ip on my 1991 dodge cummins 5.9 . have fuel at all injectors but wont start. made sure engine is at tdc and pump is timed rite as it wasnt locked when i bought it. have fuel at all injectors but will not start. tried a shot of eather and it cranks but dies right after. will not start at all on its own. could the ip be bad? its the ve pump.
