I think it's definitely easier on the engine if you use it when really cold(20f or less); it definitely seems to fire off 'nicer' for me when I'm using it.
Plus, it'll warm up the fuel filter, which is helpful if you get down to the CFPP of your fuel.

I never used one for years - it never worked. Finally picked up a truck with a working one this year, and I'm impressed.
I definitely know it works, due to the snow melting off the hood, and the easier starting. That, and the spark when I plug it in.
