1993 w250 cummins surges at idle, bad IP?

During negotiations for the motor I was planning on swapping into my ford, I have decided to buy the entire truck. its a 1993 dodge w250 4x4 5 speed extended cab with the 5.9 cummins. It has A TON of stuff wrong with it, but it looks like something I need to own.

Anyhow, it starts great, but surges when idling. By this I mean it will idle for 2 seconds, idle up maybe 700 rpm for 2 seconds, idle normal for 2 seconds, idle up for 2 seconds repeatedly. I have not driven the truck in person so I dont know anymore details, guy says its the pump. That certainly makes a lot of sense to me, just wanted to see if anyone had any other ideas what could be causing this? Guy says he thinks its the springs in the pump, I dont know if I would say its that simple but I am thinking a worn pump could definitely be the culprit.

Any advice would be appreciated, thanks!
