Do a voltage drop test under load and it will tell you what is going on. Cheep drop test, put it under load for a few seconds such as cranking it over turn on headlights etc and then feel for a hot spot. Heat equals resistance and that will be your trouble spot.
Dumb question but you did connect the power wire back to the shut off solenoid and you can hear it click when you turn the key on and depress the throttle a little?
Do a cylinder leakage test and you will know where the compression is going, it may tell you about the side by side cylinders with same compression.

Easy way to prove it to yourself is install a vacuum gauge on the intake manifold of a diesel and see what you read. Vacuum is created when a there is a restriction in the intake so less air can move into the cylinder when the piston is moving down.

Was talking to my machinist the other day about a 7.3 and he told me that cylinders 6 and 8 were the usual ones to develop pin holes if that helps you any in checking out things.
