This happened to me- lots of blue/white smoke up a steep long hill- and the cause seemed to have been air intrusion in the fuel lines/around the fuel heater. Got new lines and gasket around the fuel heater and no more smoke.... well, no more blue/white smoke at least :-)
Just failed an opacity test myself after putting a new air filter in - gonna run some Stanadyne through mine and go back after a couple of tanks. I'd be curious to hear how yours does on a retest after the kleen...
