    You are correct, bleed the system, if after that he still has no pressure I would check to see if there is flow at the fitting. If so, then it is a bad lift pump or pressure gauge (I'd put money on the lift pump). If it is a pump, don't waste money on another Carter, go with a FASS, Air Dog...
