Standard issue for that vintage. At least those didn't have the big resistor under the hood. The old farts will remember those. [emoji6]

That is a Kelsey electronic brake controller. They are old, but work perfectly well. I've got them on all of my trucks now(most of them came with one, then I picked up a couple of them cheap).
They are a 'proportional' brake controller, using the deceleration of the truck to control how much power to put to the trailer brakes.
They require adjustment based on load, which you do by just turning the knob on the side. Easy as pie.

You can also pull the "trigger" on the front/top and manually activate the trailer brakes -- good for testing or emergencies.
