No. Just adjust the switch. Loosen the two nuts on top of the switch that the rod runs to and slide it up the column before you buy a new tumbler. The other think it could be is the little pot metal do-dad in the column that actually pushes the rod.

The tumbler has nothing to do with it.

If the pot cast linkage is broke, the steering column has to be disassemble to replace it. Both of mine broke during very cold temperatures when the entire mechanism becomes more resistant to operate. If you turn the key back to the ACC position and nothing happens, the linkage is probably broke. If it works properly, adjust the switch block on top of the lower column.
